It really depends on the season. I think Blair has better hair in the earlier years, but in the later years I'd have to give the nod to Natalie. Her hair was beautiful season 7-9 IMHO.

In season 9 it wasn't that bad because it was just long and straight, but in years 6-8 Blair's hair looked like a birds nest.
