I don't know the black guy's name but i've seen him in The Temptations movie and Romeo Must Die movie with Jet Li, Aaliyah and Anthony Anderson. Is he still the president on 24 or has somebody replaced him?

No, as of now the current President on 24 is "President Allison Taylor" played by Cherry Jones.

She's been on since the tv-special "24: Redemption" between Season 6 and 7.
