I would say the characters. Sadly the spin-offs rarely measure up to the original, but it worked for several shows, including the Jeffersons. I think it worked mainly because they used the same characters/cast members and just put them in a new situation.
Sequels and spin-offs just aren't believable to me if they don't use the same characters for that little bit of continuity. The downside is that audiences who fell in love with a particular show are going to expect that same kind of quality from the new show. I think both answers here would work, though. The plot has to be believable as well. |

Both based on whatever the spinoff is being played successfully in full differ from its parent show

Both. In other words, you can take a character from the mother show and make that one better than the mother show.
