Thelma Harper (Mama's Family)
Amanda Woodward (Melrose Place)
Kimberly Shaw (Melrose Place)
Judith Scheindlin (Judge Judy)
Dana Foster (Step By Step)

Actress Sharon Barr did a couple roles (Night Court and Full House) where she was real tough.

Wilma Flintstone (The Flintstones) - it seemed like she was being the one wearing the pants whenever Fred gets himself into one of his crazy schemes

Mary Jenkins (227) - it seems like pretty much every character Marla Gibbs plated has some type of tough girl role in it. Although on this show, she didn't have as much presence as she did on The Jeffersons.

Mama Thomas (What's Happening!!) - she was one of the few moms that wasn't afraid of whippin' out that belt!

Gretchen Kraus (Benson) - she managed to do a good job of holding up her own against Benson's wisecracks.
