I've heard it was some kind of syndication title the show was given at one point but I don't quite understand what it was for. If you download the Season 1 opening from the Sitcoms Online Happy Days site, that opening says Happy Days Again. I also found seasons 5 and 9 on YouTube with the Happy Days Again title. Seems strange Season 5 came from an Italian channel, but Season 9 is actually from WGN. I don't know why they show it that way. Here are the links:

I never understood it either.
But, someone thought viewers would get confused seeing episodes of Happy Days on your local station while original episodes were still airing on ABC. I was a kid when they did this, and never once did I get confused. Some network person thought viewers were idiots. They did the same thing with Laverne And Shirley - renaming it Laverne ANd Shirley and Company, and CHIPS (CHIPS Patrol) |

Yet, M*A*S*H and All In The Family also debuted in syndication alongside HD in the fall of 1979, and yet they retained their original titles.

Other shows in TV history have been renamed for syndication. For example The Bob Cummings Show was renamed Love That Bob for syndicated airings and Bonanza was renamed Ponderosa for syndication.
