There could be a better usage for this, but I decided to use this word instead...jerk.

For example, Bloo is one of them and so is Wally Walrus from the Woody Woodpecker Cartoons.

Know anymore cartoon jerks?

They don't even have to be villains either.

Jerry Mouse for example, always taunts Tom and makes him take the blame on everything...because he's a mean old cat!

Master Shake is one too, he always blows-off Frylock because he's too serious and Meatwad...just because of his existence.

Ren always literally abused Stimpy and shouted verbal abuse and plotted to kill him; dimwit Stimpy stuck around because he had nobody else.

Beavis and Butthead. Although it's only a cartoon, I wouldn't like coming across people like them in real life.
