Stefan question - Sitcoms Online Message Boards

I didn't watch the show a lot during its original run, so I'm confused by some episodes I've seen in reruns. I always thought that Stefan was just a character that Steve became after entering the transformation chamber. In later reruns I've seen, Stefan is another character entirely and Steve no longer becomes him. Where did they change this and what caused that to happen? Was it unexplained? Tell me all the info

Steve made an invention where he can make double of things. well he accidently made another steve Urkle with this machine. IIRC Laura wanted him to make that extra steve into Stephan.
