With the evens surrounded the Chandra Levy case, it was always assumed that the killer of Chandra Levy killed Joyce Chiang as well.

Did this suspect kill Joyce Chiang, too? Orr is her murder still unsolved?

It's been a while since I read up on the Joyce Chiang murder. From what I remember, she was found on the shore of the Anacostia River. I don't think there was any evidence that Joyce was in Rock Creek Park before she disappeared, but that doesn't mean that she wasn't. Was the man accused of Levy's murder even on the streets when Joyce Chiang disappeared?

Best I can remember about Joyce, once they found her body, her murder was officially ruled a suicide and the case was closed.

No one is looking for Joyce's killer, since they think that she tore her own jacket in half, threw her belongings around the park (the same park where Chandra Levy's body was found?), then flung herself into the freezing river to commit suicide by drowning. Her body was found a few miles down the river from where her personal items had been left.

Yeah. With that fine detective work on the case, it's no wonder Joyce's family contacted UM asking for help.

Agreed. I think the cops made up their minds on Joyce and washed their hands of her case.

Really, really sad because the evidence shows much more than suicide. I really feel for her family.

Hey, TM, saw "your" case yesterday.... I'd forgotten what that story was all about.

I guess it's a good thing that he came up with so many good aliases to commit his crimes under, cuz what the heck kind of name is his birth name?

David Livingston (without the e?)

It sounds like an 8th grade nerd's cheesy attempt at his very first fake name, yet his own momma slapped that one on him legally.

I guess with that name like that, he was destined for a life of fancy pseudonyms like Pepito D'Bayan.

Ha! That's why I loved that story... He was such an idiot yet he kept pulling off scam after scam. How could someone so sloppy still pull that stuff off? My favorite part of the UM story is "Todd" wearing the tuxedo and the baseball hat. Good stuff.

Joyce Chiang's case was/is one of the cases that deserved much more national coverage! But I guess her case wasn't "juicy" enough to warrant nightly coverage on the Big Three! Among other reasons.....

In the mid to late 90's there was a conspiracy theory (fueled primarily by right wing media outlets, talk radio, et. al.) that the Joyce Chiang case and another female government employee who was found murdered in a gov't bldg. were related and that the perpetrator was somehow tied to the Clinton Administration. This (somehow) also involved the Monica Lewinsky (also an intern). Also, I seem to recall shortly before the Lewinsky scandal broke, another female intern was shot and killed during a robery of a coffee shop in or around Du Pont Circle. While I disimissed it at the time as a conspiracy thoery, it is interesting to see the similarities of these cases; the fact that all of the women had similar appearances and ties to the federal gov't (w/ 4 of them being interns); and that they all remain unsolved to this day.

From what I can remember from back when these murders happened, the media really went for Chandra Levy's story and the other two were barely mentioned. It was a long time before I even found out that there had been a third murder.

IMO, it's the job of the standard news outlets to report the news to the people so we know what the heck is going on in our world. They need to leave the dirty gossippy side of the "news" to the enquirer. The major news stations were so busy covering "the affair" they practically ignored the other murder victims. Beyond irresponsible.

I think that the police were inept in researching her death...She was obviously murdered. First the tear in her jacket spells attack and then finding all of her stuff spread around as if it was tossed in a struggle is another clue. A person who is going to commit suicide is not going to get some coffee...walk about 5 miles in the opposite direction of her home (at night mind you) and just hop in a river and commit suicide after spreading her personal affects all over the ground...then take her ripped jacket off and throw herself int5o the river. What idiots those police were in this investigation. In my opinion..they just didn't want the news out that there was a murder of a student that is potentially linked to one prior. I also feel that has Joyce's family put up more of a fuss about it...it would have been more publicised like Chandra Levy's...the only way we know about her death is because her parents fought like hell to be heard and to let the world know that their daughter death was not in vain. Do I think her case will be solved? No. But it's because of the crappy police force that basically killed her again when they decided she "committed suicide." What bull.

One thing I can't get over is that since Joyce was a lawyer with the INS, the FBI immediately got involved in investigating her case, and even with the FBI working on it, it hasn't gotten it solved.

That's true...but the only 2 options left is that the FBI is playing stupid with this case...or they are covering something up. I tend to go along with the covering up theory...but the next question is...why? and Who?

Don't quote me on this, but I believe the Violent Crimes and Major Offenders squad that investigated the case was severly overworked at the time. They had several priority drug murders and gang investigations that they were working on. This case was one of several cases on their docket. Remember DC back then was the murder capital of the world. Murder cases were piling up at a rapid rate.

DC homicide unit back then was a complete mess back in the 90s, as well.
It used to be the best homicide unit in the nation, but it got decimated for a variety of reasons.
