According to IMDb:

The Boston ABC affiliate did not want to air the show at first because they thought it was about busing, a very heated topic at the time. They eventually ran the show with no problems.

What was The ABC Affiliate that Banned Welcome Back Kotter in Boston.

The ABC affiliate was and still is in Boston, WCVB. I read that the show was also shown on an independent station at that time.
