I was wondering the lady who played Natalie mom in the episode Mr Monk is at my service that is not Allan and Charlie mom and Jake's Gradmother on Two and a Half Men.

Yes, that's Holland Taylor. She first played Natalie's mother in a season four episode, "Mr. Monk Goes to a Wedding".
