Lucille Ball once said, "Getting into trouble ... is the essence of comedy." So,
if one follows that axiom, nearly every sitcom character in history would fit that description. But a few standouts that come to mind include:

Goober Pyle
Barney Fife
Gilligan
Margie Albright
Chester A. Riley ("What a revoltin' development this is!")
Danny Williams
Beaver Cleaver
Officers Toody and Muldoon
Wilbur Post
Maxwell Smart

Not a comedy, but David Banner from The Incredible Hulk. He got into more trouble than anyone on TV. Trouble was attracted to him.

In one episode (I think it was "King of the Beach"), David even says, "I just want to stay as far away from trouble as possible." But he didn't have to
look for trouble--it always managed to find him.
