Does anyone know where they currently reside and if they are still effective?

Near as I can tell, and this is not a confirmed source, but as of July, they were in the Ripley's headquarters in Florida.

Here is the text from the email I received back:

"Currently the fertility statutes featured on Unsolved Mysteries are headed to the Ripley's Believe It or Not ! Museum in New York City until the end of October. The address and number there is: (212 ) 398-3133, 234 W.42nd St. New York City, NY 10036. The Fertility Statutes might not be back to the corporate headquarters until about three years. Coming soon there should be a tour schedule available on our website, www.ripleys.com."

So there's your answer.
And, if you're looking for them because you need them, good luck with that.
