I always assumed Skippy was the same age as Alex, but he graduated high school with Mallory. Is this another inconsistency?

No, Skippy was always the same age as Mallory. In a number of episodes that was mentioned. Mallory and Skippy were in the same grade as well. Skippy was best friends with Alex, but younger than Alex by two years.
