(A) Yes, that is Paul.
(B) We knew what Vera looked like in season 3 by watching "Fairy Tales Can Come True," from Halloween, 1984 - she played Sharon O'Hare, the woman in the Tinkerbell costume that Cliff danced with. We see her without a disguise in the last 5 minutes of the episode, as she and Cliff meet face to face without masks.
