There's some new people that moved into the apartment building next door and their son is a teenager, maybe 17. He's the only one I ever see around, along with his little brother who looks about 11. So this 17 year old is a big kid and he has a loud voice. I assume he's a senior in high school because he's usually home from school around 12:30. So even when this kid is just talking normally he's loud, but the thing is, he rarely talks normally, he usually yells and sometimes with everything he's got. I mean really yelling.

The thing is, he has a filthy mouth. He hangs around outside between the buildings beginning when he gets home at 12:30 all the way until way after dark, and mostly all he does is yell obscenities at his friends or his little brother. That's it. For 8 or 9 hours every day. By about 3 when everyone else is out of school there are usually 6 or 7 kids out there screaming obscenities at each other, the boys are hawking the girls so they're screaming, and they're all just generally being a nuisance. I can't stand it when they decide to sit on cars...I'm sure they think I'm the cranky old lady who's always yelling out my window to get off my car. So this kid has been asked by just about everyone who lives in the buildings to please clean up the language, and he'll do it (sort of) after he's asked but the yelling doesn't stop, just the really bad words, and only right then. The next day he's back to the same thing again. This is all happening right under our windows. Even with the windows closed it's a loud disturbance.

I feel like it's his yard just as much as it's anyone else's so I don't think anyone has the right to tell him or the rest of the kids to go somewhere else, but I do think the yelling obscenities is offensive and people especially with little kids shouldn't have to put up with that all day. No one can seem to find this kid's parents, and the apt office doesn't have a solution other than asking him to stop. I'll tell you what, if my kid was having half days at school and I wasn't home in the afternoons he'd have a job after school.

Anyway, what would you do about this?

he sounds like a ****ing brat. i'd probably go outside and punch him, but that isn't the best option and i'm sure you don't want to do that.

it might be his yard too, technically. but since he appears to be causing a lot of disturbance and he is bothering a lot of people, i think you (or someone) should ask him and his friends to go somewhere else.

Talk to the parents about it but that doesn't always work either. Or you could call and complain to the police department.

Hmmm, ya think? Ok, maybe that's what we should do. All he does is yell and since that's not illegal, I didn't think they'd be able to do anything. We're all pretty much at our wits end though.

I have honestly never seen his parents. I assume there are some parents living there though because the little brother is there. I'm thinking it must be a single parent who works a lot or something though. I thought about going and knocking on the door later at night when there surely must be someone there but I don't want to put myself in a dangerous situation. Maybe I'll ask one of the guys in the building to go do that.

Asking one of the guys in the building to talk to him sounds like a good idea. Try to find the biggest, meanest looking one you can. That might scare the teen.

All i can think of is calling the police. At some of the apartments i go to, there are police who patrol them at least 3 or more times a day. If you have those, then ask them but i'm sure if you did you would've told them already. Anyway, i do believe you can get slapped with a fine for disturbing the peace, which is technically what this kid is doing. Maybe take pics of the kid sitting on your car (and others) and show police as evidence?

I can't believe that the landlords don't do anything about it. They can't warn them and evict them if they don't follow the rules? I dont know much about legal policies of apartments, but you'd think they would at least threaten to evict them.

Find out what your jurisdiction defines as "quiet hours." I believe ours are from 10 pm until 7 am. If they're loud during those hours I'd call the police and report them. I would call a Police Department’s non-emergency number though since technically it's a non-emergency situation. (unless of course it's getting way out of hand, there's a fight etc.) You could call anyway (even if it's not during quiet hours) but the most they'd probably get is a "quiet down" it would stop things for a while but not long.

Disturbing the peace. Plus if he's sitting on other people's cars, that's damage to other's property.

I did talk to the apt office today when I went in to pay my rent and they didn't have much of a suggestion. But I think if I and some others really threw a fit maybe they would do something about it. They have so many darn rules around here (no tv or music after 11pm

you can't work on your vehicle in any way on the parking lot) you'd think they'd have one about yelling obscenities. I think I'm going to ask the guy upstairs if he'll talk to them first...he's kind of young and I think they'd respect him. But his elderly father just moved in with them and his wife is about to have a baby so I think he has a bigger interest in keeping the peace too. I know he has asked them to stop before and they've done it so maybe he can get a better solution from them. If that doesn't work then I guess we'll go to the apartment office then to the police if it goes that far.

Yeah I love how apartments give you a long list of rules, but when you have a complaint or something is broken, they don't care. You don't pay $1000 a month for them to ignore you when you have a problem.

Yep, a maintenance guy took my kitchen drawer to be fixed over a year ago and I still haven't seen it yet. For a year now my knives have been sitting on the counter in a drawer organizer. Not like I haven't said something several times about it, either.

Keep your eyes open for another vacant apt. (like when they're painting it) and just grab one of the drawers from there. If anyone says anything, tell them you've been waiting and asking several times over a year and you're fed up. Let it be someone else's problem.
