who was the only wrestler to appear in every Royal Rumble from 1989-1995?

Are we talking about the Royal Rumble pay per view, or just the Royal Rumble *match*? Because Shawn Michaels appeared at every Royal Rumble *pay per view*, but he didn't compete in the Royal Rumble *match* in 1991 or 1993, and I can't think of anyone else who even comes *close* with the years given.

looks like I"ll have to give a hint: he usually drew good numbers and was known for his run-ins with Tito Santana.
