in the first epsiode katie was arrested for shop lifiting what did she say to the chief that got him so angry that he hit her?

She made a smart remark about her mother. The Chief asked her what her mother would say, and Katie replied that she couldn't say anything because she was dead.

Something I was wondering about, in "Katie the Cheat", did the Chief intend all along to spank Katie for cheating, or did he decide to only after she refused to tell him who took the test for her? I always wondered if he went up there knowing he was going to spank her to teach her a lesson or if he just got mad at her not telling him the kid's name who took the test.
