I taped that episode. Fonzie was upset because Chachi was asked by Al to turn off the grill at Arnold's. He got carried away with going out with Joanie that he threw his apron on the grill that he was supposed to turn off. The apron caught on fire, and it subsequently took the diner with it. Chachi admitted to Al that he neglected to turn off the grill when he asked him to. Al was temporarily out of business, Fonzie doesn't like seeing his friends out of work, but nonetheless, he had a plan to get him back in business. Fonzie was upset with Chachi because a mental lapse at a critical time, resulted in the fire. He held him responsible for misusing Al's trust in him when he burned down Arnold's. He made Chachi think about his negligent error as well as the other consequences his mental lapse could've resulted in. That fire could've been worse, because Fonzie, Ralph and Potsie were in danger when they were trapped in the men's room(Lori Beth, on her birthday, helped Richie get them out of the burning building)-they could've been killed. Chachi eventually atoned for his potentially fatal error when Fonzie helped fund the rebuilding of Arnold's and made him a head waiter. Fonzie is all about teaching his family and friends to be accountable, take responsibility and think about their mistakes so they don't make them again. That's what Chachi had to think about.

Personally, I think Fonzie should have yelled at Chachi in every episode. Just because.

But getting back on topic, Fonzie had to make Chachi realize the consequences of his actions. When Richie told Fonzie he was harsh on Chachi, Fonzie said "It aint gonna break him."

Highly unlikely! Fonzie did have to let Chachi know about the potential fatal consequences of his negligent actions. He made him think about what he did and ensured he never forgot what his irresponsible actions could've resulted in. Chachi working for free until the rebuilding of the diner was completed wouldn't have done any good. Getting a tonguelashing from Fonzie, being forced to think about the consequences of his irresponsible actions and never forgetting about the possible fatal ramifications of his negligence, was obviously punishment enough for him, at least at that moment. Making Chachi work for free until the damages to Arnold's Diner was paid off, in Fonzie's mind, wouldn't have bettered the situation. At the same time, all that Fonzie was concerned about was getting Al back in business, and that was more important than furtherly rebuking Chachi for burning the place down.

Chachi offered to work for Al for free for the rest of his life, but Al didn't really give him a response. I don't believe the subject was ever addressed by Fonzie.

Of course, what Chachi did was very careless, but one good thing about Arnold's burning down was that it was rebuilt to a more updated look which helped improve the business which was declining before the fire anyhow. I think the writers caused that to happen on purpose coz they decided that it was a time for a change since the settings was already in the '60s.
