That was Jack Elliott, who also co-wrote the theme songs for Barney Miller, Charlie's Angels and The Rookies. I have several TV theme CDs, and I looked that up in the liner notes. It didn't list a song title, so I guess it's just "Night Court Theme".

It is just The "Night Court" Theme. I have the sheet music that was printed in the early eighties.
