Default And (Actor) as (Character)

One of the most coveted ways to get billing on a TV show. Name as many as you can:

And Agnes Moorehead as Endora (Bewitched)

And Gregory Sierra as Chano (Barney Miller)
And James Gregory as Inspector Luger (Barney Miller)

And Gregory Sierra as Lt. Lou Rodriguez (early Miami Vice)

And Tom Bosley as Howard Cunningham (Happy Days)

And Telma Hopkins as Rachel (Family Matters)

And Meredith Baxter-Birney as Nancy (Family)

And Matthew Laborteaux as Albert (Little House on the Prairie)

And Peter Boyle as Frank (Everybody Loves Raymond)

And Jason Alexander as George (Seinfeld)

And Bob Uecker as George (Mr. Belvedere)

When he was on "My Three Sons," veteran character actor William Demarest was billed in a way that I don't think has ever been repeated on any other show -

...and as Uncle Charlie...William Demarest.

That never made sense to me.

we also have to add George Wendt to the "and" list.

Does anyone know when this tradition of "And" started?

Can't forget his best on Mork and Mindy: Franklin Delano Bickley! That is the way I remember him. And for those who don't know Tom Poston died on April 30th, 2007 after a brief illness.

I never understood this... why do they single out the one person? Is it typically the member of the cast who is the most celebrated/famous? Or is it typically used to identify the actor/actress who plays the show's most quirky/popular character?

It's not exactly the same, but on Gilmore Girls the credits always say "Special Appearance by Edward Hermann"... which, similarly, I never understood, because he is just as much of a "regular" as any of the other actors that they listed during the opening...
