Why didn't Ms. Gordon give Penny up for adoption?
If she was 16 and pregnant, couldn't she have given Penny up for adoption if she knew she didn't want the child? Didn't they allow 16/17(she may have been 17 when she gave birth to Penny), pregnant teenagers to give their kids up for adoption?
