Hands down, my pick is HORSHACK!! That squeaky, fake-British accent voice sounded like nails on a chalkboard. Close second is Urkel.

I know you meant sitcoms, but there is this lady newscaster on MSNBC who sounds HORRIBLE. It sounds like she is trying to lower her voice on purpose. She sounds like a MAN BABY!!!!!!!

I am serious, she sounds awful.
