I was just watching the episode "Benson's Appointment", when Marcy tells Benson that when he takes the position, the Governor is going to let her be his aide. That's when I realized that the Governor never had a secretary after that. Interesting that the Budget Director would need a secretary but the Governor would not?

i guess the assumption was that he had a secretary, but we just never saw her because they didn't want to add another character...

No, Denise was always Benson's secretary.

Yeah, this is possible. There was an episode when Denise tells Pete she has to fill in for Clayton's secretary, and we never get to see her either.
