Who thinks the show may be taking on too many characters?

It is something I have been thinking about for the past few weeks. Two weeks ago, for example, they had a brief scene with Kirk at Luke's talking about his problems with his girlfriend and his mother. But would looked like it would be an interesting storyline turned out to be just that one scene. Last week they did the same thing with Paris at the newspaper.

I am starting to think they are just trying to squeeze as many people into an episode as possible rather than give them actual stories.
