I'd say Alice, because she had to be. Ralph I think, would have been tougher to handle, due to his impulsiveness and volatility. She needed to be tough to deal with it.

Default Alice was definitely tougher...

...because she had a bigger "problem" to deal with every day {you-know-who}. Trixie KNEW she could handle Norton; that's why they had the "up-to-date" appliances and furniture around their apartment, and why their marriage was more sunnier than Ralph & Alice's. Ed was always more than willing to bow to Trixie's judgement. And remember how he got those bandages on his forehead when HE tried to assert his "authority" around his place {"I told her she could either like it or lump it!!...She lumped it...."}. Trixie could "hit" Norton with her hand; Alice could "hit" Ralph with her never-ending sarcasm {"No one is 100% right."/"YOU are- you've been wrong every time!!!!"}.

Alice was the tougher of the two.

Alice was, definitely. Ralph was always getting into trouble and giving her grief. There would be no way that marriage would last if she weren't.

It depends on the actress portraying the character. I always thought of Joyce Randolph's Trixie as a sweetheart, but when Elaine Strich portayed Trixie on Cavalcade of Stars, she was a force to be reckoned! The portrayal of Alice softened as the segments ran longer and character development could be addressed. Pert Kelton was tough (she was going to jump out the window in the first sketch). Audrey Meadows was abrasive in her early appearances (see The Quiz Show) but softened by the classic 39. Still, she could give Ralph hell when his behavior was begging for it. Sheila MacRae's Alice didn't seem as intimidating. She said, "My Alice cries."
