No. A plane in a picture would look much bigger and blurrier if it were as close as that. Also, at snopes.com (Urban Legend site), it's classified as false.

Would you be happily posing for a photo knowing that, in just a few seconds, you'd be dead? Look at the smile on that guy - there's no aeroplane where he's standing. That plane's just been drawn in after the picture was taken.
I really hoped you were all finished with this fake photos nonsense but I guess I was wrong.

Yes that made sense. Anyway you can tell that it is fake because the plane is not blurry. If that really was taken right before it hit the WTC the plane would have actually been moving, so there for it would be a big blur.
