His navy buddy, (Lou Gosset) his old street gang that told him to do, his old friend Johnny (Johnny Brown) man, they all were immature low lifes. I noticed none of them seem to have women in their lives! Tom and Bently were better friends for him as he got older. George's friends never grew up.

No, it was during their days in the Navy. As a prank, George put a dress in Mayflower's locker on the day of inspection. As a result the officers thought he was into cross-dressing and had him sent to the Navy shrink. During the rest of his time in the Navy he was referred to as "Mayflower The Gayflower". He did have a change of heart, though, and was gonna give George the permit after all (until he overheard George going off about him).

His grudge was understandable but, yeah, he still should've maintained his professionalism. He did realize he was wrong in witholding the permit, though, which is why he showed up later at the apartment.
