Bert Lance was a politician from Georgia. He worked in the Carter Administration. He coined the phrase in 1977 (I think) while Carter was in office, so I guess Washington is the answer. Georgia or Washington, depending on how you look at it.

I was 12 years old in 1977, it seems though I could have sworn I heard the saying before that year. Or is it just my getting older that it seems like I heard it way before then? LOL
