Yes, that was Phil Hartman's character (Bill McNeal). The man with the mustache and glasses is Matthew Brock (I know you know he's Andy Dick from "Less Than Perfect"). Matthew's the office "spaz". The mustache was a one episode thing. Later in this season, Matthew begins to hero worship Bill. And Bill treats him like he's an annoying little brother who looks up to him.

The episode you saw was the season premiere of season three. I'm not a big fan of season three (seasons 1 & 4 are my favorites) but most of the other fans love the third season.
