Sorry if this sounds harsh, but have you ever considered sending her to a facility for mentally disabled children for awhile? There they would be able to give her the 24/7 care she needs, plus they would probably have psychiatrists there to help her with her anger, laziness, etc. It sounds bad, but it may really save your mom's life (she has heart problems, right?) And your sister would benefit from getting care she needs that you and your mom are just not able to give her.
