Season Three Question . . . . - Sitcoms Online Message Boards

I just finished watching the season three boxset. My question is about Kyle and his importance in bringing in the "virus" from Mexico. If you remember, Kyle was bringing drugs across the border for 5,000 dollars to help pay his family's debts. So it was at first thought that the powder had the virus but then it was suspected that Kyle himself had the virus. My question is this: was Kyle supposed to be a decoy or a diversion and nothing more???? I have no other explanation other than he was supposed to be a decoy to throw CTU off the track. If this was pointed out on the show, I must have missed it completely.

You posted this a long time ago but I just finished watchin the 3rd season too and this was the only explaination I got as well. He was just a decoy.
