Cleveland said that they were not believeable as TOUGH GUYS. Here is how he described each Sweathogg Below and let me know if you agree
"The kids don't even look tough. Barbarino, the leader, is a pretty boy who looks as if someone stole is lollipop. Freddie, "Boom-Boom" Washington, the dude athlete, looks like a ballet dancer. Juan Epstein, the tough guy, looks as if he's about to recite poetry. As for the class yo-yo, Horshack, you have a urge to mother him." Dec 6-12, 1975 TV Guide LOL-Well Cleveland did say the show was very FUNNY even though he felt the Sweathoggs was convincing as Tough Guys. |

I don't think Horshack was made to be tough, but I wouldn't be afraid of Epstein just because I am probably 6 inches taller than him. I agree with Barbarino being a pretty boy too. Washington could crush you at basketball and that is about it.

My understanding was that, in the original pilot, they were much harder than they were.

I actually agree with that statement. Although, I thought they were very believable as misfits.
