Why does Brian the dog date women instead of female dogs? Is it because he's cool and can talk intelligently or what?

But I think you'r thinking too deep. That's like saying how come Stewie has an advanced vocabulary for a baby. They just made it that way.

I do that sometimes analyze certain aspects of a tv show I like too much

Actually, i think it would be an interesting episode if Brian meets a female dog who acts human like he does. It certainly would be a great chance to get a famous actress in for a guest starring role.

Wasnt there the one where he fell in love with Peter's father in law's dog and he thought he was gonna be a dad?

Yes, but that dog wasn't able to speak or anything. I think his idea was more like a talking dog with an actual personality. This episode it was just a female dog.
