Actually, the quote goes:

"If we want someone to talk to, we talk to the guys. If we want someone to hang out with, we hang out with the guys. If we want sex, we.... reminisce with the guys.."

He says this to Marcy in 'Im-po-dent' (season 2), when Marcy comes to Al for advice after Steve has become impotent (at least, that's what she thinks), and she wants to know how to 'cure' it. Al then explains Marcy hasn't been a good wife (she drove in Steve's car) and eventually ends up telling men don't really need women. Classic episode, one of my favourites!
