Both are classic characters, but I give the nod to C. Montgomery Burns. As evil as he is, even Monty can experience joy. Frank Burns was just disturbed and grew increasingly loony with each season. Just a creep. Even Hot Lips got sick of him.
Monty is evil, but he's fun and a hoot. Frank, well..."fun" is not an adjective I'd use to describe him. Deranged, perhaps - but not fun.  Quote:
