What version of Windows are you using, HOW are you changing the wallpaper and do you have Active Desktop turned on?

It sounds like you either have: 1) corrupted or missing Windows system files 2) corrupted or missing files related to IE and Active Desktop 3) possibly some spyware or something else malicious going on

does the desktop change by itself? if you disable Active Desktop (right-click the desktop, point to Active Desktop, and then turn off Show Web Content) can you change the wallpaper on the Display Properties Desktop(XP) or background(9x) tab?

what is the EXACT error message relating to rundll32.exe - including any technical details?

Save it as JPEG, not 24-bit Bitmap. MSPaint generally saves files as Bitmaps.

there are a couple of things you could try to do to fix this, depending on whether this is happening because of system file corruption or as a result of a virus or some other malware.

is your antivirus software up-to-date?

go to housecall.antivirus.com and run a scan - if you have the Sircam or other virus, simply restoring the file won't help
- if it turns up, you will need to run the Sircam removal tool

if no virus is found, you can try to restore the rundll.exe file:
  1. go to the Start menu
  2. clcik on the Run command
  3. type in MSCONFIG and hit enter
  4. click on the Extract File button on the general tab (ME only)
  5. Type the name of the file that you want to extract in the box "Specify the system file you would like to restore" and click Start. This launches another Extract File dialog box.
  6. In the"Restore from" box, type C:\windows\options\install\CAB
  7. Type c:\windows for the "Save file in" box and click OK
  8. You are then prompted to create a backup of the file you are extracting. Note the location of the Backup folder and click OK. You then see the message "The file has been successfully extracted."
  9. Click OK to complete the process and restart the computer if prompted.
if you see the message "The specified file is protected and may not be copied over or deleted," then proceed to the section "Using a Windows 98/Me Startup Disk to Extract Files." on this page: http://tinyurl.com/3oaaw

if restoring the file doesn't work, you will need to either do a repair installation of Windows (basically reinstalling ME over top of itself - you shouldn't lose any programs or files) OR back up everything, reformat and install Windows ME from scratch...

Thanks for the 411, I will give a try later on
