that mother (both mothers actually) should not have left the baby alone with a freakin' 11 year old! That's way to young.

Dammit, if it's not 4 year olds shooting their 2 year old brothers, it's 11 year olds throwing babies out of windows.....WHAT THE HELL KIND OF HOUSEHOLDS ARE THESE KIDS BEING RAISED IN.

The thing is,the kid is most likely to get away with it,due to his age,because people think they are too young to be charged with anything because they dont know the difference between right and wrong,which is a load of absolute bull to me.OF COURSE they knw that throwing a baby out of window is not the right thing to do.
