I downloaded MSN 7 and there's no draw tool on it. Do I have to download something else to be able to draw?

It's only supported on Windows XP/2000 and is actually an extension of the grafiti tool in XP Tablet PC Edition. (of course ordinary PC's have no grafiti writing system). Sadly, if you are using any other version of Windows besides XP/2000 (don't know about 2003), you are out of luck.
