Because there is a tradition in Lousiana. At the mardi Gras in New Orleans women collect beads by pulling up their shirts for anyone with a supply of beads who happens to ask them too during the festivities. Usually the askers are on balconies or on floats. The girls are rewarded for their flashing with a seemingly useless necklace of beads that the guy or gal or some combo of the two tosses down to them to add to their collection.

I guess that crappy Russian comedian who used to say, "What a country, harharharharhar," probably used the Mardi Gras traditions a time or two to repeat is inane 'whatacountry'.

Not that I mind the tradition, mind you.

All in good fun and all of that.
