Probably CBS. They've been very consistent in good quality programming since the channel's inception and they have had a lot of high-rated shows over the past 50 years. That doesn't mean NBC or ABC hasn't had good programming, either. ABC dominated the late 70s and NBC dominated the 90s with Seinfeld and Friends.
ABC didn't get noticed a lot until the 1970-71 season, when Marcus Welby, MD was rated #1. Before then, there were good shows but not too many viewers. But then that show got there because it had little competition in that time slot. If we're talking consistency, CBS, I think, is #1. NBC was weak in the 1970s, the decade belonged to CBS and ABC. It wasn't until Cheers, Family Ties, Hill Street Blues, The A-Team, The Cosby Show, among other signature series that NBC did well. I'd say NBC owned the 80s and 90s. CBS has gotten back on track since CSI started. |

If my memory serves correctly, ABC only won one season in the 1990's- 94/95. CBS won 90/91- 93/94 and NBC 95/96-98/99.
This was a very big deal at this time because of the "fall of the Tiffany" network. After CBS tried to go younger and failed, ABC snuck up with a slate of aging sitcoms. NBC then started winning in 95/96 because of the Friends/ER/Seinfeld phenomona. ABC took back over in 99-00 with Millionaire, and finished in a virtual tie with CBS for the lead in 00-01. Of course, that's when "Millionaire" went south and ABC crashed. CBS has led ever since, and will more than likely win the up coming season. A more interesting question: when does anybody see CBS being knocked off their current purch? NBC is going south, and will see declines this season, while ABC will probably be static. But CBS has shown growth all summer long, even with airing mostly repeats. It's funny, Fox and NBC break themselves airing new shows, and CBS still wins most timeslots with repeats. |

CBS has tended to be the Number #1 network. and when they tried going after younger viewers it FAILED MISERABLY. Shows like Dweebs, Bless This House and so on were just awful and not the trademark of CBS. That why when CBS was able to reclaim the older viewers they came up w/ the most ingenuious marketing campaing i've ever heard of "Welcome Home, To CBS". I LOVED hearing Cybill Shepherd, Jane Seymoure, Roma Downey, Candace Bergin, Fran Drescher and others say "CBS, WELCOME HOME!"

It amazes me that some people say Wings wasn't successful when the ratings prove otherwise

with Friends and Frasier gone, and with Will And Grace and possibly ER on their last wings, I think it won't be long before NBC enters another 1979-1982 (give or take some years) period

I think this upcomming season will be the hardest for each of the 5 big networks. Nothing really stands out or is wildly popular.
