Why do some characters where the same clothes for every single episode?

This is something i've always wondred too. I think it probally is just to save time. But what always bugged me is when a cartoon character opens their closet and they have all the same outfit hanging up, is it so hard to paint a few different outfits in the closet?

One time on THE PROUD FAMILY, they had an episode where Penny wanted a new outfit, she said: "Im tired of wearing the same thing!". But her new outfit she bought was the same exact thing. lol.

at least they don't do what they used to do in the animated "Dick Tracy" show in the early 60s-they would sometimes just show the back of a characters head so they wouldn't have to go through the expense of drawing their face!
