This is a funny scene, but for the life of me, I can't remember what episode it's from. I know it's on one of my first or second season DVD's, but I'm not gonna watch every episode just to find out.

It's from the episode "Edith Gets a Mink." A "discussion" between Archie and Mike about whether or not to give Cousin Amelia the insurance money from the mink leads to an argument about Reagan's taxpaying habits, and the lines you cited above.
(Oh, BTW, it's second season, disc 3, episode 4.)
