It seemed like it. At least from my time. Who remembers a different world, threes a crowd, the ropers, checkin in. There are many more, but none seemed to match up with L & S.

Lightning struck twice for Garry Marshall...first Happy Days was a hit, then he created Laverne & Shirley from that...who knew that two shows set in the 50's & 60's would be a major hit in the 70's!!! And thanks to American Graffiti! Garry Marshall was trying to pitch Happy Days since 1970...but the networks weren't interested until AMERICAN GRAFFITI became a box office HIT...suddenly the hum-drum life was cool again! hahaha! I don't know what criteria would be used to determine greatness in this particular case, so it is hard to say. I wonder if this show would've done as well as it did if it hadn't followed its parent show on Tuesday nights. Timeslots do make a big difference in a show's success.

I think "Frasier" was the greatest spinoff ever. It lasted what 10 seasons, won multiple Emmy awards, and was a ratings hit for NBC. Some critics have argued that "Farsier" was at times superior to the show it was spun from.
