It looks like he got his haircut with some nail clippers. Note to all future actors, if you're going to be on TV, pay for a decent haircut, don't let your mom do it for you.

And I hated Omar Gooding's haircut. They need to stop going to the basement for haircuts

Dude this show came out in the late 90's 1997 haircuts like that back then were cool for black people,this show is 15 years old lol, this show is so old the peoples clothes in this show are out of style, if this show was made today in 2012 it would be cancelled after the pilot episode.
