Did Charles ever say anything about Frank... and if so, what did he say?

In the second to last episode "As Time Goes By" (the one where everyone contributes an item for a time capsule) Charles asks Hawkeye and BJ why they didn't include an item from his predecessor "the infamous Major Burns."
That is the only time I remember Charles mentioning Frank.

that's funny... the episode was on the other night, and I watched it. Although I didn't see these parts.

I remember one episode where Charles says to Margaret, "Let me be frank for a minute" (frank, meaning honest). Margaret did a double take, because she thought he meant "Let me be Frank Burns".
