With Mama gone and Raj and Rerun living on their own, the show needed new characters. These 2 living in the building provided the new smart ass kid since Dee was older and Big Earl was the stable rock, sensible (cop) since Mama was gone.
I agree that I found them annoying but they needed interaction with someone. The show was burning out quickly at this point.

New characters as in a love companion for rerun, dwayne or raj who could have been a new tenant. Not some stupid cop and his son

I don't really disagree but can you see why they were cast? Dee was older and they needed a cute and smart a** kid. They also needed a straight laced adult mentor. While annoying, I see why they were cast.

Were cast on the tv series most likely in the hopes of bringing in a bigger viewing demographic. It was most likely done in the hopes of higher ratings.
