Did Terri really become a "non-entity" by this particular point? At least once the presumed "honeymoon" period for her character (i.e. Season 6) ended? I don't know exactly how you would define "non-entity" in her case? Did people merely think that Terri was little more than Jack and Janet's sidekick and not on "equal footing" as they were, since they were on the show from the very beginning?

Her changing persona is likely a result of Terri’s lack of dimensionality, as the show’s inability to write for the character becomes more pronounced. (By next season, she’s nothing more than a placeholder.) While Barnes does anchor a few stories — particularly in the second half of the year — her character has no definition. Is she clever, or is she zany? What does she like? From where does her humor come? These questions, only half answered in her comparatively stronger debut season, remain without resolution here, and thus, the handful of episodes that do center around Terri rarely deliver the necessary laughs.

Did it no longer really make sense for Jack to need to continue living with Janet and Terri once he got the Bistro since there was the apartment (admittedly though, with just a single room and an attached bathroom) above the restaurant?

True but many times Jack would tell Angelino there were no profits in the restaurant. The radio station prize give away was created because Janet and Terri heard Jack say he did not have enough money to pay for the rent for the restaurant.
Even though he owned the restaurant they purposely made him still poor.
