She denied knowing anything about Anthonette's disappearance. Oddly, when the FBI report was turned over to Gallup PD, they did not include the interview in which she basically confessed to them in 1994. He said that not knowing about this "confession" interview, as well as not being up to come up with a motive were reasons why he never formally charged her.
I am 100% convinced that in Anthonette had been from a stable middle class family in a good community, she would have been found, and the case would have been closed, with arrests and convictions by the late 80s.

Poor Anthonette had too many strikes against her, for law enforcement to pursue the case with the urgency it would in similar cases (Elizableth Smart. etc)

-the family was poor
-Anthonettes parents were known to Police and involved in drugs
-Penny was an addict, which explains why Anthonette was a mother figure to her sisters
-the family was of mixed Latino/Native American heritage
-all the people in Penny's life were shady

This is just the reality of the circumstances in North America. The Police looked down upon Penny and her family, and probably did not handle the case with urgency as it would have been with a family without problems realizing to drugs, crime, and poverty.

Agreed. You would think that where a child was involved, all that would not matter.

Penny's family and acquaintances being shady definitely muddied the waters because no one would tell the truth.

I can’t answer if she’s still alive now, but I fully believe the mother sold her daughter to someone (my guess is a dead trafficker) to get money. I can’t answer if the waitress REALLY saw her, but guess it depends 1) where she was at the time and 2) did they take her there??
My guess is now she’s likely gone (killed after likely being sold multiple times)
