In his early "Cheers" years, his glasses had no lenses - they were simply part of the "look" of Harry the Hat. He didn't need them during the first few seasons of Night Court, but later he said he did need glasses, so we see him wearing them. He wore them (and the mullet) during Dave's World as well. It's as simple as that. He needed glasses, so he wore them.

I noticed he wore glasses during his SNL appearances (1981-1984, IIRC). I'm not sure if they had lenses in them, but there are press pics around (Getty Images, for one) so it might be possible to tell from them. I have on video an old appearance of his from one of the late night shows (the Tonight Show I think) in September 1989, and he was definitely wearing glasses with lenses in them then.
