Excellent point. And maybe he didn't see them correctly, but he did lie about how fast the truck was going (or was mistaken?)

Honestly, it makes me wonder if the intent was not to kill, but only to hurt and intimidate them. After all, this was not exactly an orthodox way to try to kill someone and its plausible these could have been drunken idiots who didn't realize how much damage a board thrown like that from a truck could do.

This makes the most sense as a theory.

And it seems Curtis drew the ire of several shady characters to where authorities just didn't know which one did it. Maybe they think it was the one who commited suicide and just can't prove it. But it does seem there were several people in that truckand at least one ought to man up and tell the truth.
